    This is really just a thought of mine, and I can't really think of much detail to put into it (besides certain areas to do this with). What I was thinking is, what if the Nether maps were parts of Wynn (and maybe Gavel), but corrupted? An example would be Ragni, but run-down, covered in corruption, etc. Not every server would be the same, but maybe each Nether server would have a different section of the over-world. (N1=Ragni, N2=Canyon, etc.)
