    Not bugged for me, I've done it without any problem.

    You need to do Flight in Distress, and to do that one, you need to do Acquired Credentials first.

    Just go to the border wall or by boat, then buy every scroll in gavel (Yes i did indeed buy all of them)

    I think that that travel could be a lot worse in Gavel considering its size (Except for Canyon of the Lost, that's Pigman's Ravine on acid).
