I know it's long, but please read through it :)

Since you can level up, but your weapons can't, you usually just sell the weapon and use a better one. This won't completely stop that, but you will keep weapons for a lot longer.

Leveling up your weapon will work almost exactly like guilds, you use a command to allocate experience from killing monsters into your weapon.

The weapon level maximum will be based on the rarity,
normal would have 0 (no ids to upgrade), unique will have 1, rare will have 3, and legendary will have 5
each time it levels up the weapon gets some small buffs to every single one of the identifications (it can be zero, but it's there), the level up could be something like this.
    ----------------------------------------------
    "The Magician" level up! 1/3
    +1 neutral damage
    +2 water damage
    +1 spell damage
    +2 intelligence
    +0 mana regen
    +1 melee damage
    +2 spell damage
    ----------------------------------------------

The +2 damage would just make the weapon go from 2-5 damage to 4-7 damage

Leveling it up to the maximum will give a big bonus on top of the normal upgrades.

    ----------------------------------------------
"Olux's Prized Bow" level up! 5/5
    +12 neutral damage
    +6 water damage
    +***
+*** (i got lazy ok? there's a lot of Ids)
    Max Level!!!
    +1 attack speed tier!
    ----------------------------------------------
I thought up 5 special enhancements that might be okay (the numbers would be random)
    • range +53% (+53% attack range on anything but a bow)
    • piercing 79% (only for bows, the arrows go through mobs, but hit at 79% damage)
    • instakill +0.1% (1/1000 chance to instakill a monster, won't work on bosses)
    • attack speed tier +1 (extra attack speed tier - very slow = slow = normal = fast = very fast = super fast)
    • bloodlust +9%/8 seconds (+9% damage every time you hit a monster, lasts for 6 seconds before damage resets (maximum of 10 times, so +90% is maximum))
I hope this wasn't too much to read, it's my first suggestion. I hope it's a good one :D

This seems like an alright idea, but it has some flaws.

To me, Wynn is about adventuring, obtaining new gear, and completing quests. The uniqueness of Wynn is why this simply wouldn't work. There are a variety of different weapons for each class making it near impossible to set a specific leveling system for each weapon. Yes there would be repeats as some weapons are very similar, but that couldn't go very far. To put it in perspective, as a mage I carry four completely different wands with completely different statistics. Due to the fact they are different, they each would have to get their own leveling system.

I like your idea, but this system would have to be way more complex than you made it to be.
