Mana Potions Why Are They Level 40?

Hello there I logged on to wynncraft after the gavel update, and I selected a brand new mage class due to the new system. I wanted to buy some mana potions as I was a mage and was contstantly running out of mana, but I was in shockto find that for starters they costed 2 emerald blocks. Secondly, I also got them as a reward from a quest (Ragni's Cook) but I was disgusted to find that I was not able to use them as they were for lvl 40. What I want to know is why can lower levels under 40 not use mana potions? This makes the game much more harder expecially for mages who rely on these particular potions. Please respons thanks
