It's a good idea, but there is a reason why these features aren't in the game, generally being that such actions are already doable without having to implement these commands.

This isn't done often enough for such a command to be worth it. In a situation where you do want to transfer ownership, you can take the following procedure:

    1. Demote every Chief except the intended successor to guild ownership.
    2. Leave the guild. This forces the only Chief in the guild to become Owner.
    3. Have a member of the guild reinvite you back into the guild.
    4. Have the new Owner sort out all of the ranks so that they are correct.

Even if the command were to exist it would be more logical to use /guild rank [player name] Owner.
This is outclassed by the use of an external platform, most commonly Discord. You can create a special channel dedicated for announcements so that important messages can be seen by everyone in the guild.
It's difficult to understand what is meant by "donate things to the guild". It's already possible to donate currency with /guild contribute; whether there is any practical use in donating anything else, such as equipment or materials, is not obvious. If you have something in mind, could you elaborate on this?

That aside, because there is no limit on the quantity of items submittable (unlike the Marketplace), and because there is no cost involved in making a donation, it's easy for players to 'donate' a large quantity of items, either to abuse the guild bank as additional bank space, or slow down Wynncraft's servers as they have to now process this theoretically unlimited bank for every guild that exists.

There is little that can be remedied through the implementation of limits here because there is no balance that can be achieved between resolving the above issues and making the bank practically usable. Even if we say that each member can only add 5 items to the bank, we're still talking some 300+ bank spaces for a single guild (if it's large, which some guilds are), which is already the equivalent of almost 7+ regular bank pages.

The function of this proposal can also be recreated through good communication/activity in the guild. If a player wishes to give something away, they can ask the rest of guild if anyone is interested, and trade the item to someone who does.
Every guild system is different from one another and not every guild actually appreciates this system, and those which do are usually unreliant on ingame ranks to begin with. If you do wish to use custom ranks, the standard approach is to assign said rank elsewhere, like as a Discord role, as I have seen with many major guilds.

As a result, the proportion of guilds that actually want this feature appear to be rather small to me.

I really like the idea of guild transfer actually makes things easier on the owner.
