You're going to get rekt once you set foot on that land.
I don't think people want to sail all the way to Gavel just to die setting foot on land. That's probably why its for higher levels.
You probably didn't kill enough. It's a 0.5% anyways, not like it's easy to get.
It's funny how people didn't answer your question; There's a place near Nessak/Lucoso at X-140 Z-500, its a tunnel full of Lvl47 Zombies.
Really though, a secret update for Hallowynn would be kinda surprising. But yeah, for the spookiness.
I like the exterior, feels like it could fit into the map. Have you done anything with the interior? If so, then you should put some up as well....

Wouldn't the "Quest" part of the bank be unnecessary? You won't have all the items when you do the Temple of Legends. So like, its just useless...
