Lost Cattle would be around LVL 25-30 and would primarily take place in Nemract. Talk to Farmer Noah at his farm.

“Oh, thank goodness you’re here! You ARE the detective, are you not?”

“Ah, a Soldier! Thank goodness! Last night, a thief intruded onto my farm and kidnapped my animals! Please, soldier! Help me find my animals. Maybe start by looking for clues around the barn.”

    Quest Book Updates:
    Search the Barn for clues.

Out back, you see a wheel. Inspect it.

must’ve fallen off of their wagon. You should report back to Farmer Noah.

“Oh! You’re back! Did you find any clues?”

    “A wheel? Let me see…”

“This isn’t a wheel from anywhere near here. I wonder…”

“Ask my pal Carlo about it. He used to make wheels for a living, he’ll know where it comes from.”

“You can find him at any local bar. He’s hooked on Nemract Whiskey.”

    Quest Book Updates:
Find and speak to Carlo at the bar in Nemract.

    dialogue:
“Hey partner! Wanna have a good ol’ Nemract Whiskey with me?”

“Noah sent you? Well then, what do you need?”

“A wheel? Of course I’ll tell ya’ where it’s from!”

    -1 Wagon Wheel

“Ah, this is a wheel made all the way in Almuj. That place is crawling with bandits. Here. I’ll mark down where you need to be in your little bookie there.”

    Quest book update:
Travel to Almuj and find farmer Noah’s animals.

find a bandit in the Almuj bank.

“Me? Bandit? No, no. You’ve got the wrong guy, pal.”

“Alright, alright! You got me. But I’ll make you a deal.”

“Leave me be, and I’ll let you go.”

    Quest Book Updates:
Follow the bandit to the hideout.

    once you enter the hideout:

    quest book updates:
    Find the missing animals.

triggers once you enter a room:

those are the animals! Lead them through the tunnel back to Nemract.

once you go through the tunnel in the room, you end up in front of Farmer Noah’s barn with his animals.

    “Oh, thank goodness they’re safe!”

“Adventurer, I can’t thank you enough!”

“I don’t have much, but maybe this will do.”

We do not take suggestions for quests. If you wish to help with quest making, you should apply for the Quest Designed staff position.

This seems like a generic throwaway RPG quest. There is nothing here that makes it different from the quest archetype "thief takes something from someone. get it back." There has to be more stuff to make it stand out here instead of it being the 2733rd quest of this type. Maybe tie it into the lore of the Nemract Swamp or smthn (in a way that's not cowfusion), get rid of the nemract stuff and have it take place in the desert, idk.

Also, the dialogue just seems super generic and uninteresting. Some stuff seems to happen because it just had to happen. As an example:
No bandit, with all the effort I can assume would go into stealing all of a farmer's cattle, would let these animals go that easily. This is just one guy who we never see again after we speak to him. There needs to be stakes and identity here. What if you haggle the bandit down- a more unconventional way most people wouldn't think of as a first solution- to return the cattle? What about a boss fight with this bandit that makes it stand out from other boss fights (e.g. super agile in a way that's still compelling rather than frustrating)?

This suggestion is generally just one big nothing burger with nothing that makes it stand out from the crowd.
