Exactly what it says. The biggest problems with raids by far are how nigh-impossible they are to play at the levels that you're supposed to unlock them at. Nest of the Grootslangs at 60 and Nexus of Light at 80 in particular just make no sense to punish you so harshly by having literally every mob in the raid nearly oneshot at those levels, even if you're building full defense and agility. I think one issue here is the Defense nerf in 2.0, but overall raid mobs have been notorious for their outright stupid amount of damage, especially for the ranged ones. Heck, even level 105s in NoL take most of their health in seconds.
The worst part of it is that playing the raids at the level you're meant to unlock them turns you into nothing short of a complete detriment to your team, as you're taking up a slot that could be given to someone of a higher level. There are people who leave the party entirely the moment they see someone not at level 100 or higher.
My level 80 full tank Paladin build has to be constantly spamming charge in Nexus of Light just to not die within seconds even though that entire archetype is specifically designed to tank tons of damage.
All that, and I haven't even mentioned the Canyon Colossus mobs.

Having a raid where you need to spend incredibly hard to get runes just to attempt it, and then oneshot you with the first mob you see isn't just hard. It's unreasonable. And I think it's time for something to be done about it.

Yeah, NOL and NOTG are a bit too powerful against the minimum level players. TCC and TNA are good though now that TCC has been adjusted for ehp nerfs.
Maybe NOL could scale to a player's level, although then it could be abused by grabbing a level 79 player and speed running the raid with 3 maxed classes with no challenge at all.
NOTG should definitely get a flat nerf though especially that slime escort room.
(also, runes are pretty easy to find btw)

Exactly what NOTG and NOL needed now.
In my opinion a scaling system is not necessary for NOL. It’s suppose to be a level 80 raid in the first place and endgame players are more likely to do TCC and TNA for tomes and profit.
