This is quite possibly the most brutally honest I'll ever be, so tl;dr: No.

EO is already kinda meant to be the final dungeon progression-wise. A Corrupted EO makes no sense in the lore (although the forgery breaks a lore theorist), and it would just be an unnecessary challenge. Especially since I envision Dern to give at least 10 levels worth of content, getting to Lv 200-300 potions is absurd.

A 10% Mythic drop rate is also going to be absurd too, given how eventually, strategies will form for the best way to do a dungeon, and Mythics will probably crash in value.

Most of EO is fine as is (they're going to add back the fourth parkour in 2.0), and the changes you suggested just make the dungeon worse, imo. The sandstone being invisible sometimes will not make the dungeon better, it makes the parkour more frustrating. We already have 16 Tokens needed for that mirror grinding room, what's the point of doubling that for no reason?

For the other changes, my 2 cents: Ek Runes will actually probably be added in the future, probably for Dern. A Lv Cap increase to 250 is also absurd. Having the CT give Dern and/or Fruma THAT much content would make both regions feel cramped. Dern being Lv 110+ is something I'm ok with (although I think Lv 105+ is more realistic), but Fruma would probably be Lv 75+, since that is probably the area that comes after Wynn. Fruma currently doesn't have THAT much involvement in the War of the Realms arc, and most of the big WotR stuff is shown around Lv 70-80. Fruma being 260+ is nonsensical.

400 SP is also going to break a lot of stuff. One of Salted's literal jokes in a 1.20.2 Hotfix 6 thread is: you can now put 200 SP in a single skill. Sure, the item meta might change, yes. But it is yanking it all around here is far too much changes. The Skill Point system is designed around 100 SP being put into each skill (like Agility, which is % to dodge attacks). Yeah, it could be reworked to base itself around that much SP, but 200 SP is already enough. What's the point of adding more?

And yeah, Soul Points should be removed, I think everyone agrees with that, but the penalty? Why would you even be banned for 30 seconds?! A loss of progress is enough! We don't need a penalty for dying!

So to conclude, I do not agree with most things here. They are either just too overleveled, or just don't fit the context of the game, or are just bad ideas in general. Sorry if this ruined your day, but this a bad suggestion. I did get unhinged, so sorry if I ruined your day.

My guy made their honest, thoughtful suggestion and put a lot of effort into it. You have to respect that.
However much you disagree with it, you have to realize that my guy wanted to improve the game, and put great amounts of effort into presenting their ideas. You can't just mock them for this.

Yes, it has its flaws. Yes, it will probably not be added to the game. But creativity and honest effort should not be met with ridicule.

Ah yes, a bunch of boring stat changes and annoying additions to a dungeon that's already meant to be max level, with barely any new content in it. Corrupted undergrowth ruins had more changes, and I'm sure corrupted gg will have way more. You are suggesting a massive level increase and a whole province and realm, without giving any info on what content to add and how to add it. This is just.. bad in every way.
