While I don't feel like this is necessary (The Mercenary kinda teaches major ids already, and it's a common video game concept most people will be able to understand), I don't see any harm in adding this.

the solution to that is to add more major id’s to low level items

I have not played any games with anything similar to Major ID's (but maybe I'm just a part of a very small minority).

Part of the concern is there's a lower limit to Major ID levels, being Lv 30, as well as to make sure major IDs that affect spells don't end up affecting spells that players might not have yet, to keep players from getting overwhelmed with information, which is a real problem in the early game. Adding Major IDs seems fine to more experiences players but to new players it becomes a much bigger deal and can put their mind in the mode of "okay now I have to keep track of THIS too?!"

Then just say in the dialogue ''But you shouldn't worry about something like this for now, you'll only be encountering more of these at around Level 30''.

Another reason I want this suggestion is for basic consistency, it doesn't make much sense to have an item with a unique power that isn't a Major ID meanwhile every other item like this is tied to a Major ID

That's kinda incredibly video gamey. I understand it's done in other dialogues pertaining to quests and in a couple other spots, but it's generally only done out of necessity rather than thrown around randomly. If they won't be experiencing any more for so long, there's not really a good reason to give it at that moment. I can kinda understand your point about the consistency but it's really minor and overall not a huge issue.
