Basically, add weather events in Wynncraft, and make special mobs spawn during these times.

    Weather
Depending on the area, the type of weather would be different. Most commonly it would just be rain, but in "cold" areas like CotL and the Nessak Forest, you would instead get snow, and in "warm" areas like the Molten Heights and Almuj Desert would instead get sandstorms (which would be floating crit effects). Evil like places like Dark Forest and SE would get mist (gray and purple particles) The weather would come in 3 sizes; light, medium, and heavy. Debuffs would be given depending on the size of the weather. Although light would not give debuffs, medium snowstorms and sandstorms give slowness (mist gets blindness here), and heavy weather would give blindness (plus the medium debuffs of snowstorms and sandstorms, and mist would give weakness). Thankfully, the blindness and slowness can get negated by completing a hard level 70 quest in Selchar called "The Stormy Seas," where you help a mage stop a mysterious monsoon that could potentially destroy all ocean settlements.

    Special Mobs based on Weather
Based on the weather, special mobs would spawn. The heavier the weather, the more unique mobs spawn. These mobs would drop useful ingredients and equipment, and basically act like a slightly less rare mob. Their levels also scale depending on the area they spawn. Here are some ideas:

Angry Raincloud: during any size of rain, angry rainclouds would spawn and attempt to snipe you from far away. They also have access to teleport. They are the easiest rain mob to defeat and are also the most common.

Sand Shark: uncommonly spawning in medium or higher sandstorms, sand sharks wound charge at you at high speeds and have access to multihit, and would be considered a miniboss.

Skeletal Ice Mage: In Light Snowstorms only, these mages, like the Sand Shark above, are uncommon minibosses. They would pelt you with ice and teleport when you try to get close, and have access to push and pull. Thankfully, they don't have much health, so just patiently wait until the skelly stops being Psychomancer and slap it with your 3rd spell. Also definetly not sans

Sentient Shadow: Rarely spawning in heavy mist only, the Sentient Shadow is basically supposed to be a jumpscarer. Being basically invincible due to immense amounts of health, it would slowly approach you and periodically use teleport and vanish. After a while, it will self destruct and go to phase two, being extremely fast but killable and without vanish. Pair this with the weakness, blindness, and slowness you should probably have, this mob would be very scary to come across when you venture into the evil places.

Tldr: Add weather and mobs that spawn in weather.
EDIT: forgot to mention there would be more particles the heavier the weather (altough rain and snow already have sizes so that shouldn't be a problem).
EDIT 2: Here are the weather events each area will have:
    Wynn Plains: rain
    Savannah: sandstorm
    Almuj Desert: sandstorm
    Mesa: sandstorm
    Nessak Forest: snowstorm
    Ice Canyon: snowstorm
    Troms Jungle: rain
    Dernel: mist
Most of the ocean: rain (with lightning)
    Dead Island: mist
    Volcanic Isles: sandstorm
    Maro Peaks: snowstorm
    Corkus: rain
    Levigar Plains: rain
    Olux Swamp: mist
    Dark Forest: mist
    Kander Forest: mist
    Pre-Light: rain
    Light Forest: rain
    Gylia Plains: rain
    CotL: snowstorm
Molten Heights: Heat Wave (suggested by Xx_Da_Homeboi_xX, retextured sandstorm with gray and red particles)
    Sky Islands: snowstorm
    SE: mist
RoL: light fall (retextured rain, with yellow particles instead)
    Roots of Corruption: sandstorm
    Pigman's Ravine: snowstorm

I really like this, although I think Weather effects should also give buffs too, and their effects increase based on how heavy the weather is.

Snow should decrease the mana cost of spells by 1 (Idrk how to balance this and seems a bit op, but the closest I could get)
Sandstorms in Almuj should do chip damage to mobs in the area of the storm (Like maybe 2% of their max HP per second)
Heat Waves in the Molten Heights (Works a bit better for me than sandstorms) should make you tankier, but increase the cost of all spells by 1
I can't think of a good buff for Mist.

I also don't think Blindness would be a good idea, since it could easily cripple most people who are in combat there. I also think weather should be negated in caves as well.

Those are my 2 cents on it.
Tl;dr: Think there needs to be buffs to counteract the debuffs

It shouldn't kill, so the people can get full exp.
It's not going to be like blindness 2, you should still be able to see, just a little less so. Also yeah, caves negate weather effects. It would be very annoying if you can't do parkour.
I mean, that would make sandstorm pointless as it would only be in one area, so maybe instead just make heat wave a retextured sandstorm?

A cool thing for this would be a gamemode called ''Temperate'' or something where certain areas have different temperatures. For example, you would need to wrap up warm before going to Nesaak (Snow set could be able to counter it.) Similarly, places like MH would need you to wear some heat-protective armor

Correct me if I'm wrong, but blindness is the same for all levels, so no matter if you have blindness 1, 100, or 256, it'll still have the same blinding effect.

Oh true, and blindness also removes the ability to sprint. So blindness will not be included.
