The server plays note block sounds only the player can hear; I have absolutely no idea how it works, I am not a programmer whatsoever, but I think I know a way to improve it, following the same technique.
Why fix it? because when the note blocks play, 100% of the time it will lag and buffer in a non-musical way. Now, I know a lot of effort was put into composing the note blocks so they play in that specific way, and it's really not easy to make a song in minecraft using noteblocks, ESPECIALLY when they're not even physical note blocks, and I imagine programming it in is just seeing a bunch of text laid out and imagining it's musical notes. But it just doesn't sound all that good when you're walking, loading all these chunks and the music stutters and stops for a moment every few notes.
One thing I'm not sure you've realized you can do with a resource pack, is completely replace a default Minecraft sound file with a new one, so for example, you can replace a cow's "mooooo" with Waluigi's WAAAAH.
So instead of playing all these different note block sound files, why not just replace one note block sound file with a whole song using the resource pack? It's possible, easier, and it would make the whole song sound a lot more like a, well, a song! It wouldn't stutter because, even if the player times out, he would hear the same sound file before logging out. And you could try making a looping song out of it, that plays 3 sound files: 1 when the player enters a place with that song, 2 that loops again and again, until 3 plays when the player leaves the place with same song.
In my opinion, this would improve the server's quality by miles, to hear a song composed in a song making software (such as FL Studio) instead of note blocks. It would sound better and I can't think of a good reason not to do this.
I hope my suggestion gets taken to account.

Okay, so let's start off by saying the song files would need to be full in order to account for server sided lag. An average song is around 1,5 minutes long, which is roughly 2mb in ogg format which minecraft uses. According to xavier's channel's playlist, there are at least 135 songs in the game, which would already make the resource pack 270mb in size. To compare, the current pack is a little under 4mb, allowing a quick and automatic couple second download upon logging in. So, you'd basically have to force players to download a huge resource pack from a separate website, just to be able to play on the server. As expected, this wouldn't be too friendly towards people wanting to try Wynn out for the first time, so no, this definitely doesn't get my support.

However, you could always ask members of the community to make a mod for this. If I remember correctly, the community made mod 'Wynn Expansion' includes this as an optional feature by using a separate resource pack. Do however note, that the Wynn team does not endorce the usage of third party content, and you'll be taking a risk if you decide to use it.

Not only that but remember music plays on BIOME. Not location. There would be literally no way for the resource pack to know the difference between Detlas and Nemract and thus you'd either have to make a lot of the music the same and keep about 1/20th of the songs (splitting up music by biomes) or have a mod separate what songs are played by keeping track of the player's location, and Wynn doesn't mix with mods (not officially)

+1 for the idea because it would make the music SO MUCH BETTER and fluid but
-1 because it can't be implemented if and when Wynn decides to work with mods and give very detailed mod installation help.

They could make a toggleable download for those who have the know-how to install it manually. However, it would have to be something that isn't note blocks, as they are integral to other portions of the game.

It would require too much work for something optional. I doubt they'll do that

Thanks for all the replies, I honestly didn't think of the file size issue

I'm still not sure how it works if you say it's by biome, because as said by Aarontti there are at least 135 songs in the server, and there aren't as many biomes available in Minecraft to match that number. (and aren't there areas in the map with no music playing?)
Also, I'm not sure you understood me fully. If a song is triggered from walking into, say, Almuj, the same method could be used, but instead of playing many different note blocks, they could play just one note block. The resource pack wouldn't have to know the difference of areas; the server will, and it'll just play 1 sound that happens to be a song in the resource pack.
Oh and also, the note block has A LOT of sounds it can make, if you place under it a certain block. There's piano, bass, snare, clicks, bass (drum), bell, flute, chime, guitar, xylophone. Each has 24 different pitches, so if you multiply that number by the amount of available instruments, you'd see there's 240 different sound files that you can replace with a song using the resource pack. Not to mention all other unused sound files.

However, file size is an issue. If there was a 2nd and optional resource pack that you could download and use by toggling between resource packs in the server's options, that would be just fantastic.

Actually, all noteblock pitches are the exact same file, they're just pitch shifted to sound like notes. This conserves space in resource packs and the game itself.

However, because this server is 1.8-friendly, those last five instruments would not be an option.
