Looking at it a second time, East Wind does seem weak compared to Dune Storm. I propose to change it one last time, like this:
East Wind:
-500 health
-250 fire defense
110 agility req.
Level min: 98
-1300 to -300 health
12% to 52% air damage
11% to 46% walkspeed
6% to 26% reflection(because why not)
9% to 39% spell damage
-91% to -21% melee damage

Blue mask + gravity (for life steal and Def) + immortal + Humbark + Prism + Prism + Prowess + Diamond Fusion + Apoc +20% resistance.....

 

pretty op ik, but then again its is a mythic, its supposed to be powerful

 

You could litterally Afk grind....
You would take 0 dmg and would have thorns and poison...
And at the very least you would have to do nothing in wars...

 

Ummm, all of these look a bit too mythic. srsly tho. 5k health, 100 exploding, and no negatives you'll ever care about, what sort of gimick is that?

 

I think everyone knows that -1/4 mana regen is extremely annoying, so I'd say its balanced

ok but others seem to like the idea, I guess you just need to make AFK grinding/AFK wars bannable or something
