Prorities and programming time. This requires a good amount of time to code and even more time for it to not release broken. Keep in mind the backlash if they rushed something like this and it did not work. Combine this with prorities focused on Dern, this is why this has not come out yet. The post is to try convince the team that more people than they think wants this feature added.

Support. My friend has lost two legendary bows through accidental throw-outs: first eruption by accidentally trowing it into lava, and then recently after he changed his throw key to delete, we were fighting Garroth in the corrupted Lost Sanctuary dungeon and he accidentally threw his Bob's mythic bow into the hopper instead of the TNT. Even I've accidentally dropped my horse (brown thankfully) into a hopper at the House of Twain. I know this has caused a lot of loss for many players, and honestly think item locks are a very important feature that would greatly decrease frustration with the game.
