Game Design Guild Wars [90% Support]

So just a little backstory of sorts on why I'm making this suggestion;
Jp asked for bugs with guilds and I offered to pm him with a list, after which sniping territories and war timers came into discussion.

TL;DR: Add a five-minute cooldown where guilds cannot start a war on a territory after it's taken.

Some recent changes increased the length of starting a war from three minutes to five minutes, while also increasing the amount of time it takes for mobs to spawn from ten seconds to a minute, which at first I found ridiculous, however jpresent had explained how it made wars crash less, so that change should be healthy to the game overall, however that is not what I'm gonna talk about in this thread (Sorry for such a long introduction)

The thing I really want to talk about is adding some form of a cooldown before attempting to take territories which were recently taken - this would basically eliminate sniping and somewhat fix something that has been grinding my gears (After you take/defend a territory, you can /guild attack to take the territory again and you wouldn't have the defense you had put there, which ends up in you wasting emeralds). Before you think this is an unnecessary wait time, hear me out, I need to explain how this would work.

Let's say my guild takes Lava Lake, with how the current system is the guild I took it from could just have a guy standing there and spamming /guild attack whenever we attempt to take it - sniping territories. I am 90% sure people have mentioned this is reportable, however, the system I (and jp somewhat, he said he will talk to Pretzule and Salted about it, though I still feel like I need the community's input on this) had on mind.

This "system" would add a cooldown to the territory whenever it is taken, so with the new system if I was to take a territory, let's use Lava Lake as an example again, guilds would have to wait five minutes before being able to attack that territory after it is taken, not after any failed war attempts, just after It's taken. This would give guilds time to defend and move over to another territory to attack, after which they will likely be able to retaliate if needed.

The cooldown was a feature that was originally a part of guilds. Whenever you tried taking a territory that had just been attacked, it would say something along the lines of "This territory was just in a battle! Wait ___ more seconds before attacking!"

I can't imagine why it would have been removed. I'm pretty sure it just got broken after a long enough time. I'd love to have it back.

even without detail this would be a good suggestion. Small, I think relatively easy to add, and important. Seriously, sniping territories is for triple gays.
