Raw Spell Inferior To Spell%?

Ive seen a lot of people saying that raw spell is useless compared to % spell for archer but for some reason in the wynndata site I actually can deal more damage with a raw spell damage build.
Does anyone know how spell % effects your damage?

Basically spellRaw only does a fixed bonus depending on the spell used, so for meteor(sorry, I'm a mage) the raw spell added from a max soul signal (325 raw spell) on the meteor spell would be 325 (raw spell) * 4.5 (spell multiplier) = 1463 additional neutral damage. Spell% is a multiplier, that is applied to all the damage your bow will deal (other than the raw spell). So they are both useful, and both have builds that they should be put in.

 

oh wait what i thought raw spell was added after spell multiplier

raw spell is multiplied with spell multiplier and then added to everything else.
