Now, this is what I call feedback. Thank you.
I'll read this through a few more times and see what I can come up with from it. In the mean time, thank you again for the input. All of your points are valid and will in some way come to good use.

Original post updated with additions inspired by the feedback from @Hodsonius .
Tell me what you think! (Yes. This is a bump as well.)

How about we make the casino a singular place on the map instead of something you can warp to on multiple places on the map. For example, the casino could be located in Pirate Cove as a ship docked in the port. When you go into the ship you get teleported to a separate room cause the dock is small.

This could work, though to centralize the location and attract players, Detlas would probably suit the best for the city of entry.

Detlas already has enough as it is. Nearly every building has a use and it works a the central trading hub of the game. I say let another location have a chance to serve as an alternative hangout, its an open world for crying out loud. Pirate Cove is perfect for gambling because its the place where shady stuff goes down (gambling could be illegal globally), you find it at the level where you would be willing to flush away the money that you're offering, and it's got a great theme to go with it.

Yes, I see your point. But there are issues.
As of right now, Pirate Cove is very secluded and fairly isolated from the rest of Wynncraft as it's an island far from main land, and the Seaskipper will only take you there from Selchar, which is also an island.
I say, if not Detlas, at least do a mainland city - Almuj, Cinfras, Llevigar, Troms are good for this, but another issue is the level requirement.
I put level 21 to ensure people actually played the game and not just created characters to go to the tavern only. But a level 21 will not go to Pirate Cove, Troms, Llevigar, Cinfras. Why should they? They'll likely get killed on the way there anyways.
I propose Ragni or Nemract as a second in case Detlas is an unpopular option.

If a new player was just starting playing and only had a lvl 21, they would probably have no more one or two dozen EB, assuming they were only doing quests and spending them normally. At that point, they probably would find 5EB per game too high of a price for a couple of rounds. Introducing the money sink too early in the game could cause newer players to ignore the casino due to first impressions seeing the casino as too expensive.
The only people I could think of who would consider 5EB not too much money would be people who would have one or two LE sitting in their bank, which would be around the lvl 50's. So introducing a casino in a lvl 60 area filled with neutral mobs for citizens, aggressive mobs locked deep in a cave, and would work thematically would be a good place to make a good impression.
But how would the average player know about the casino existing if it's in an obscure place?
1)It can be told to players through the Seaskipper as random dialogue or have him bring it up when you're going to Pirate Cove.
    2) Move the Beneath the Depths NPC near the gambling ship.

I think that nothing is such a boring reward. Maybe something useless like [playername]'s tears or some other useless collectible. I just think that nothing is super boring.

Updated thread to include a less detailed version of the singular location idea. The lack of detail in the update is due to speculations still roaming the idea.

I approve. This is a really well planned idea and Grian should see this and take a note of this in bold letters.
