I had a small look at Phoenix Wing and it's damage is not too far off other legendaries and it gives a good amount of health.
I know it's gimmick of high regen is useless due to how natural health regen works and that heal spell exists. But if the heal was nerfed to 30% from 70%, the pulses healed for 30% too, and natural health regen was buffed to a descent amount(a minimum of 0.2% of max health?); then its gimmick would not be so useless.

Phoenix Wing is more correlated to game mechanics like Heal and how stupidly weak %hp regen is. Grillface is more weak due to stats like -water defense and -int in addition to sub-par damage when compared to items like Anima-Infused Helmet.

Either way, if Phoenix Wing is done, it'll likely be done by @bloww and if Grillface is done it'll be done by @Cruuk (if they'd like to).

Out of that list I'd say that Pandemonium is probably the weakest.

Empire Builder just lacks viability due to how it only has 3 more slots than Hive but has so much less base damage without it.

Greaves of the Veneer were actually decently meta, but have since became less important due to Gemini/Vaward (for swallowing the Rainbow Tank defensive meta) and Hephaestus-Forged Greaves (for having 1 less Max HP and having more HP Regen and other cool stats); they mostly lost power because the defensive meta shifted fully Element Tank instead of a combination of Health and Ele Tank(though they were used until Gameplay Update in the Ele Tank Meta if I recall correctly)

Far Cosmos (and other skill point chestplates) is actually seeing more use than before, but Calidade Mail and Morph Steel definitely are used more often, due to how high the sp reqs on Far Cosmos are.

I've generally been thinking of posting about how Raw Damage in general has a few problems (Raw Melee way more than Raw Spell). I have a few things I have yet to set up before I post such a thread.

Pisces could use a buff, not as much as the ones you've listed (with the possible exception of Far Cosmos), but it still could. It's definitely an example of Raw Melee being low dosed (for an average item it would be enough but for such high sp reqs and such specialization in the stat, it deserves more).

 

Oh god, if I were to make a Grillface thread it'd be a mess. I can say I'm considerably familiar with the item system and it's current meta, however, I've never been the best when it came to the meticulous intricacies of the item system. Of course, if all I needed to do was say "buff this aspect and that aspect of Grillface...", then I think I'd be perfectly capable of that at least.

It definitely looks a bit too "all-around" right now.
I believe every item should have a particular spot in a build. If you were to use an Air-based build, these leggings would be pretty much a must-have. Instead, it'd be cool if they focused on one thing specifically.
Right now, they have:

-Huge raw damages.
-20 Agility. There's only one item with 20 Agility, which is NightVest, and it's its primary stat, together with some WS. To balance those, NightVest has lots of -defense. 20 single skillpoints on an item is absurd, unless it's the item's primary ID.
-Air dmg %. Even if little, it further boosts your damage.
-Lastly and most importantly, 39% WS. That's insane, if you count in all the other stats listed earlier. 39% is one of the highest WS stat you can get on an item.

That, on top of the other IDs, make Sagittarius a must-have for any Air build.
Instead, you should be able to choose between different types of Air-based leggings. Offensive, WS, defensive, skill points, etc. This item has everything at once, making it kind of overpowered.

 

Perhaps the Agility bonus needs a nerf. Could use a slight nerf to something like 2-7, but you'd have to keep in mind the thing has a 100 Agility requirement and is legendary.

I'd argue the items is definitely not Air-Offensive, since 7% damage is super low. In general cases, Vaward or Air Sanctuary is likely to be chosen - Vaward being the tank option and Air Sanctuary being the offensive one.

Between -125 Earth Defense and a max HP of 2220, I'd say it can't fill the role of tank air leggings at all.

As for the Raw Damage, Sagittarius always has had massive raw damage, but when we make raw melee on a proper scale it'll likely have this raw damage.

The ws might need to be nerfed to 8-33, but it definitely should be the fastest pair of leggings, that was always the point of the leggings. Power Creep simply made them obsolete.
