    That's the thing, with coding it isn't what you're trying to do, it's how to do it.
    This might™ be possible, but it's gonna take a lot more than "a few lines of code."

    Man, it's just like everyone else said already, it's not possible, and even if it was it wouldn't stop people from not reading it, it would just be a mild inconvenience. Unless you force new forum members to take a quiz, then new people would just not enter the forums. Sorry mang, but no.

    Ok, guess it's possible, but how can you be sure the players actually read it? Forcing them to take a quiz would be stupid and making them scroll until the end of the page would be pointless because they can just scroll without actually reading.

    Forcing them to spend a few minutes in the page would just be inconvenient and it still wouldn't guarantee that they read it.

    I really can't think of any ways that could be 100% sure players read it.
