    Eltom is part of The Hidden City quest, but I'm not sure if you need to complete it to access eltom..?

    You normally need to complete the hidden city quest, however, there is a cve in molten heights that somehow counts as part of eltom.

    actually, i you entered Eltom before the gameplay update but haven't completed the Hidden City, you can still use a scroll.
