    you do relise theres gonna be quests for those levels that are gonna give a lot of xp

    Well yes, obviously. But quests have level minimums, and you need to grind to unlock them. There would almost definitely not be a quest for every level, and and even if there was, average quests only fill up around 4 tenths of the xp bar.

    you know how theres a gap between level 90 and 95 thats because you arent really supposed to grind that far
    and the wynn team is gonna make a quest for every level also on average you get about 6/10 of your xp bar filled

    Actually, most of the time, quests don't fill up the bar more than half way, but the quests that are rally easy to remember do, so that's why you think that.
