(3/4) Borek: My potato crops have been disappearing!
(4/4) Borek: Please help me find out where it is coming from and I'll give you a handsome reward.

Nice! Some parts are very creative, especially the dropper suggestion. Also, level 37 could do with a quest. My suggestions are: give hint on how to stink up the shoemakers store, maybe a sign like "wipe your feet, no fish allowed". As for the boss, you could do the potato imp from potato island.

I really like the idea but it needs a boss fight. Maybe it could be against the potato Imp and it could throw potatoes at you.

Oh and 7000 hp is a bit much for a boss that level, try maybe 4500
But I like the quest

So, here's what I think needs to be fixed:
1) the fish. Where would you get fish in Nemract? Currently the only way to get fish is in Nesaak from the fish seller/person. And Nesaak is on the opposite side of the province from Nemract. Also, Nesaak is about level 44, would it make sense to send a level 37 to a place designed for lvl 44+?
2) The amount of xp the quest gives. Currently you need about 33,000 xp to level up from level 37-38, and with dxp you could get to level 39 (almost). For a medium "leveled" quest, this doesn't seem right: Take for example Wrath of the Mummy, a medium difficulty quest at level 36: It gives 10,200 xp. I think you should change the xp amount to.. I'd say around 12,000 to make it fit.
I might have more to say, but as of right now the wiki doesn't show boss health and I can't get online rn to check it. Hope I helped.
