World Please Nerf Howling Phantoms

They're too overpowered, since they have the same damage, but just a slightly less amount of health.
But the thing is...

THEY'RE TOO FAST!

Pretty much the only option is to fight it or die, because if you try to flee, then you'll get hurt... a lot.
Unless you have a horse... unless your internet is terrible.

But still, these things have to be nerfed.
Normal Phantoms are fine, but Howling Phantoms are just ANNOYING.

Nerf these annoying as hell enemies.
Make the world a better place.
THE QUEST FOR THE HOUSE OF TWAIN IS SUPPOSED TO BE EASY!
CHANGE THE DIFFICULTY TO MEDIUM OR SOMETHING!

The quest isn't supposed to be easy. The difficulty in the quest book is just based on the number of stages- for this it's just 2, talk to him, and then bring to book to him.

 

They're very annoying, but I doubt they need a nerf. What needs a nerf is the price of a Ghost Cap.

 

I found the Lost Souls in Twain's grave much more harder. Managed to almost take down @iSalted 's 93 defense Archer in a matter of seconds.

And the only thing I really want nerfed is the speed, but only by just enough so you can be able to flee from them.
