Upon unlocking a perk, the player would be notified with a message in chat (A bit like levelling up a spell) describing what they have unlocked; example:

50 Points: Hydrogen and Oxygen: You're more experienced with Water, +20% Water Damage, +5% Spell Damage.
75 Points: Tsunami: You're now a powerful water wizard, +15% Spell Damage, +15% Water Damage.
100 Points: Master of Water: You know everything there is about the Water Element, +25% Water Damage, +20% Spell Damage, -1 Spell Cost (Caps at a minimum of Spells costing 2 Mana).

Jack Of All Trades Perks:
JOAT perks could be unlocked if a player has enough skill points in every skill. These wouldn't be as powerful as the singular skills, but would provide small buffs for players if they decide to invest their points across all their skills.

✣ JOAT:
10 Points: Jester: You're joking, right? +5% Damage (Every Element), +10 Defence (Every Element).
20 Points: Spread Thin: You've spread your talents far and wide, +10% Melee Damage, +10% Spell Damage.
40 Points: Master of None: Jack Of All Trades, Master of None, +10% Damage (Every Element), +20 Defence (Every Element), +15% Melee Damage, +15% Spell Damage.

The player could also check what perks they have in their compass menu. 'Soul Points' would appear below each skill, and clicking on one of these would take the player to a menu showing the perks they have unlocked. If the player has not unlocked the perk, they will see "??? - You haven't unlocked this perk yet!" instead of the perk. They could then exit the menu by clicking on the compass item that appears in the bottom of the menu.

Nerfed Thunder, now the Attack Speed Tier Up is at 100. Speed Demon is now Double Damage Boost.
Changed Water's Spell Damage reduction to be only at 100, but buffed to -2.

Edit 2:
Thunder now has +5% Movement Speed for Lightning Speed and Speed Demon.

I really love this idea, I wish it gets added in some way! Not only would this open up doors for new elemental/misc builds but being a lv91 air assassin with 130 agility (75.3% chance to dodge), I highly approve of the air perks! +1 Air-headed Supporter

I feel like the particles could be very annoying, and I also feel that +10% [Element] damage on 15 could be a bit op. I would rather it be very low, so it's not very op.

50 Points: Whirlwind: You as powerful as a whirlwind, +10% Air Damage, +10% Movement Speed.
75 Points: Tornado: Your attacks with air are unstoppable, +15% Air Damage, +10% Movement Speed.
100 Points: Master of Air: You know everything there is about the Air Element, +25% Air Damage, +15% Movement Speed, +10% Dodge Chance, +1 Tier Attack Speed.

Jack Of All Trades Perks:
JOAT perks could be unlocked if a player has enough skill points in every skill. These wouldn't be as powerful as the singular skills, but would provide small buffs for players if they decide to invest their points across all their skills.

✣ JOAT:
10 Points: Jester: You're joking, right? +5% Damage (Every Element), +10 Defence (Every Element).
20 Points: Spread Thin: You've spread your talents far and wide, +10% Melee Damage, +10% Spell Damage.
40 Points: Master of None: Jack Of All Trades, Master of None, +10% Damage (Every Element), +20 Defence (Every Element), +15% Melee Damage, +15% Spell Damage.

The player could also check what perks they have in their compass menu. 'Soul Points' would appear below each skill, and clicking on one of these would take the player to a menu showing the perks they have unlocked. If the player has not unlocked the perk, they will see "??? - You haven't unlocked this perk yet!" instead of the perk. They could then exit the menu by clicking on the compass item that appears in the bottom of the menu.

Nerfed Earth's Poison and Thorns a little.
Nerfed Thunder, now the Attack Speed Tier Up is at 100. Speed Demon is now Double Damage Boost.
Changed Water's Spell Damage reduction to be only at 100, but buffed to -2.
Nerfed Fire's Fire Resistance, now it is a 50% Fire Damage reduction.
Nerfed Air, now the Attack Speed Tier Up is at 100.

Edit 2:
Thunder now has +5% Movement Speed for Lightning Speed and Speed Demon.
Buffed Water's Spell Damage a bit.
Changed Fire's Fireball's Movement Speed and Fire Damage a bit, and added +25 Health.
Buffed Air's Air Damage and Nerfed Movement Speed a little.

Edit 3:
Added a tag to the end of "Perk Unlocked" that says the amount of points that the perk was unlocked at.

Edit 4:
Buffed Air's Movement speed a little.

Edit 5:
Added "(Natural Fire)" to -50% Fire Damage Taken (100 Fire) for clarity.

Edit 6:
Changed Earth's Melee Damage to +X%, and buffed 100 Damage a bit.

Edit 7:
Nerfed Water's Spell Cost reduction at 100 to -1.
Changed Fire's Health to +X%.

Edit 8:
Added particle effects for when a perk is unlocked.
Added menu 'Soul Points' for players to find out info about perks.

Edit 9:
Water's Spell Cost reduction will not reduce spells past 2 Mana (Spells that cost 2 mana will be unaffected, while spells that cost 3 will cost 2).

Edit 10:
Cleaned up text.
Removed checking points until next perk.

Edit 11:
Removed '-50% Fire Damage Taken (Natural Fire)' from Master of Fire*
*Replaced with 10% Defence.
Buffed Master of Fire's Fire Damage and Health.

That's sort of the point, since you're not meant to spread out your skill points. It's meant to discourage players from doing it.

It's also only available at level 101, since your base skill points activate the perks; not the added-on ones.

Well, if you could gain the perks through skill point giving items, then it would make it easy to get multiple high-level perks at once (*cough* Blue Mask *cough*). Not only that, but JOAT would be an easter egg in itself; not being listed anywhere, simply found.

Also, if you had items that give you skill points, and perks were given from these, un-equipping them would revoke the perk. This might cause confusion and/or bugs to occur.
