    A whole new skill!

This is a more mystical kind of skill.
The skill name is Magic and the "elemental" name is Cosmic. If you couldn't tell, the color tag is dark aqua.

The skill increases your spell damage, so basically the polar opposite of the strength/earth skill (and it could go well with water builds).

That's pretty much it. Feel free to suggest a new element name, cause cosmic to me sounds a lot cooler than all the other element names to be an actual elemental name (I'm not very good with names ;w;).

This could POSSIBLY be too op. Also, besides boosting spell damage, what does it do (percentage [see below]).
I.e.- water boosts raw water damage and decreases mana usage (percentage).

Good idea, you might want to explain a bit more, though.

    Water does more than that.

So it increases both raw and % spell, decreases both raw and % melee, increases raw and % water, sometimes decreases raw and % earth, increases mana regen and decreases spell cost.

Water as an element does, intelligence doesn't. Look at ethereal, third eye, memento, stormy amulet

But the problem is, that skill would be 0 and some people would be really high level and they'd have to boost that skill all the way up.
