We always encounter people in the game swearing at specific players. We are frustrated but there is nothing we can do other than contacting mods but what if we dont know that which mod is online?

Then you must look at this idea!

If a person in the game do /msg for say in chat or shout as they swear towards a specific player, which is against the rule, this will happen:

    Format:
    [swear word] [Any player's name]
    &
    [Any player's name]'s a [swear word]
or other format (basically if a player's name is close to a swear word)

Then the system will sense it and auto type this in the chat:
"Reminder: Swearing is allowed but please do not swear to specific player"

If the player continues to do the same thing within 30 minutes, then the system will sense it and auto type this in the chat
"Reminder: Swearing is allowed but please do not swear to specific player. If you violate the rule again, you will get kicked"

If the player do the same thing within 30 minutes after he was kicked, the system will sense it and temporarily ban the player for 30 minutes and with this as the reason:

"You have been swearing to specific player constantly. You will be temporarily banned for 30 minutes"

I thought you could do "/toggle swears" however it will still be allowed in chat it would simply be blanked.

the swear word can simply be CLOSE to the name and it will work as well

    ^^^ what he said.

We don't need this suggestion, really.
And I don't think parents will be bothered by kiddie words like "fudge"...

That is true however you could ignore them and report them if it becomes harassment. At the end of the day we have to be better than them to uphold decency.
