Not really; rewind focuses more on the balance between health and mana; because it has positive mana regen and negative health regen, and positive life steal with negative mana steal, you have to alternate between spell spamming and melee spamming in order to based on which one has is more important (tbh it's not really done well; the benefits of melee attacks don't really outweigh the harm of the health loss, but). With this weapon, you have negative mana regen and positive mana steal, which means that you need to melee in order to regain mana. This makes melee attacks advantagious, and encourages using most of your mana in bursts before using melee attacks to regenerate health.
