Wondering If This Is A Bug...

I have a Unique Water Wand called 'Enchanter' on my new class:
As you can see, it is supposed to increase my Intelligence skill by 4 but it doesn't...
My Intelligence skill doesn't say that it has been modified by items, nor has it changed from the amount of points that I put into it:

However, the bonus is listed among other identifications on this screen:
and I have checked that there is no Intelligence bonus on any of my other items.

I have tried reconnecting and doing /class multiple times. Is this a bug or is the bonus just not listed along with my other skill points?

 

It only increases your intelligence when you hold the weapon. Since you have to hold the compass to open the menu, you can't see the stat boost. Believe me, it IS giving you more intelligence.
