Like, would I get lvl120 after Fruma come out if I grind enough EXP at lvl106?

I doubt it would level you up that much but yes, the XP req to get to 106 will be reduced and all overflow xp will be put towards the other levels

does it mean only the 200,000,000 xp from lv106 would stay, and if i grind insanely 9999999999999999999999xp after lv106, these xp are just thrown away?

Assumably, because the xp meter stops filling up once you reach 106
At the same time, they'll probably keep the bonus level, so you'd have to grind out all the new levels twice over and that's it, you have the accomplishment of super bonus secret level again.

just because the meter doesn't fill doesn't mean the game stops tracking xp - you can see this for yourself on the wynndata statistics page or by using the wynn api directly

whether this overflow xp would count be counted at all for new levels, i can't say
