Why doesn't settlements of Freedom play at the actual Corkus docks?

Is it weird that Settlements of Freedom doesn't play in the correct place?

    Its so weird how the music meant for the Corkus docks doesn't actually play in the Corkus docks, you'd think it would play there, but it just doesn't it instead plays in the avos territory for some reason. Heck in this video linked here it clearly shows that the Corkus docks is where the Wavebreaker takes you to, not that back part near the five gears diner. Idk if its a bug or glitch or something but I find it weird.
