Why Does This Bow Have Water Damage But No Slots?

So, if you look at the bow "Return the Ether" It has an id water damage% boost.

But, it doesn't do water damage, and it doesn't have any slots, which means that no water powders can be put on the weapon. Is this a mistake, and if not why did they do this?

if i'm wrong, blame it on the fact that i've ignored skill points and elements for the past half year

 

Thrunda and Az got water dmg too ._.

 

Az has slots, Thrundacrack has slots.

It hits the person at close range, unlike Arrow Bomb where you can shoot off into the distance.
