Why Does Return To Ether Have No Slots?

i was looking at some bows that I might use in endgame and I saw return to ether and I was like hey it has plus two atk speed so why not use it? But it had no slots when I looked at it and weapons that need it less have more slots

 

It's OP without having any powders on it

 

The same reason Apocalypse and Pure have no slots.

 

Notice how the more "gimmicky" items have no slots. Return to Ether is one of these, it's pretty much made for fast spell users, so they probably don't want any real customization.

 

Yeah but they only put one powder slot on Spiritshock and it's not that good so this can't justify much

So u r saying that return is on the same level of a mythic... That makes next to no sense

 

No, it means that the Ether is probably a better legendary at that level than average because it has no slots, same applies to the mythics. That doesn't mean they're equal.
