Who Won The Contest Wynner Cap?

This item https://wynndata.tk/i/Contest+Wynner+Cap who won it? Was this supposed to be for Wynnter Fair? Or another event? Because I'm interested. Also this https://wynndata.tk/i/Yellow+Content+Cap+of+Fame I suppose it's given to every member of the CT.

 

Nope. It was only given out a long long time ago, and it was made untradable when the system was put into place. Only a few have it nowadays, since it was kinda replaced with CT themed pets which are handed out to few

 

Ok good to know, but why are there so many unused items that have values and lore and even Identification values Ex: https://wynndata.tk/i/Blood+Moon and also these items I suppose are jokes https://wynndata.tk/i/default https://wynndata.tk/i/Gert+Super+Special+Magic+Ultistickand and the Red and Blue Team armor set (perhaps for WF?) and the Build and GM set items were probably the same thing as the cap.
