Buying White Horse (preferably Low Leveled)

I had recently sold my Chestnut horse and wanted to upgrade it to a white horse. I feel like it is the only thing worth using my money for.

As of right now I have 45 LE in my bank, and was hoping to get a very low leveled horse. (It would be more fun to train it then get a hand me down horse ;D if you'd like to negotiate the price, i'll be more than happy to, I'm gaining money as fast as possible for this.
