    There are a lot of places to find troll hairs in Gavel. The best place I know is the area of the vault in a level 81 quest, 'The Thanos Vaults', there are literally hordes of trolls there. If you can't access that, there are multiple caves with trolls near Llevigar used in the 'Clearing the Camps' quest, as well as in caves within the Karoc Quarry.
