Where to find T3 and higher gathering tools

I am lvl 27 now and went all the way from nesaak to Ice islands and still haven't found a single tool merchant selling T3 and higher tools. So my question is: where to find them

 

Dungeons
From dungeon merchants you can trade the dungeon fragments and emeralds for tools t3+
for ex, t3 is 1 infested pit or 1 decrepit sewers fragment
T4 is 2 lost sanctuary or 2 underworld crypt fragments
