Where or what is "Cinfras"?

I'm trying to make a guild and in the help section it says to go to Cinfras, i can't find it on the map and i don't remember a character having this name so where do i find it?

 

it's on the other side of the ocean, the gavel province, near the center

to get there, take a trip on the seaskipper at nemract and go to llevigar. Then you can exit llevigar and run/go on horse to cinfras

 

starting npc for haven antiquity

 

Side note that Cinfras (the city where you can create a guild, not the random quest npc) is level 75 though

 

cinfras (the npc) is level 70
