Where Is The Chestpiece "shade" Acquired At?

So... when searching through the wynnapps to look for speed set, I stumbled across the chest piece called "Shade." I was fascinated about how much speed it would give you, so I asked my friend where it was obtained since it is "Untradable" He said it's obtainable at a boss altar called "Challenge of Blades," but after researching on that boss alter, the lvl seems 2 high from "Shade." (shade lvl. 40/boss alter lvl. 70) So is Shade actually obtained at the Challenge of blades boss alter, or some other place?

It seems like it might be a thing you can buy it from the undergrowth ruins dungeon near troms. If not, maybe the Ice Barrows.
