Where Can You Obtain Jera?

I'd like to know - place, type/level of mobs and how much time would it take to get one.

Any mob or loot chest within levels 50-60 has the potential to drop it. Your best bet is areas scattered around Troms to try and kill mobs or find loot chests around there (herb cave might be a bit too high but some mobs in it are around level 59 iirc so there's still a chance to get it) or areas near Olux to do the same thing (such as the naga pool).

Step 1: take ur lv 50 warrior to lucuco
Step 2: Lootrun
Step 3: Profit

 

Except Jera is level 55, so your class needs to be between 51 and 59.
