When Is Lvl 90 Troops Purchasable

Hi I have a guild called Neon Nation we are lvl 22 but we cant defend because we don't have god troops like bishops (90+) purchasable. I'm just wondering what lvl does the guild have to be for stuff like that is purchasable. We can buy lvl 70 of most troops.
