What's The Flight Ticket?

Im in the airbase thing in Cinfras and I found an item called flight ticket with the description "one-way ticket to deltas, Wynn" it's untradable. Does anyone know what it is?

 

So far it appears to do nothing

 

It's an item in the quest missing credentials.

I'd keep it, since you'll have use for it later on.

It's literally right under the quest NPC just get rid of it if you aren't near the quest level it takes 5 seconds to get.
