What's The Deal With Ingredients In Chests?

I have gotten planes of non-existence which mind you are level 105 scribing ingredients (as well as some random other lvl 90+ ingreds) in CORKUS chests, along with uniques leveled 72-78 or whatever (the chests were obviously not unleveled at any rate as I'm level 103).

What determines which levels of ingredients can be found in a certain leveled chest?

In certain areas/levels, you can just find different kinds pre-decided of ingredients. For some reason they decided to put the levels of some ingredients much higher than the area. I'm guessing the reason is the power of the ingredients.

I know some ingredients (Like lunar charm) can be found in ANY chest rarely IIRC
