    Hmm. I would go water and thunder. Here is a crappy suggestion I made in 2 mins. This is for endgame.
    Blue Mask
    Boreal Aegis
    Vaward
    Memento

    Concentration
    Moon Pool Circlet
    Nebulous
    Runic Coin or Errant.

    Hive Bow with 5 water 4-6 powders. I would try to get all tier 6.

    94 Intelligence after buffs.
    85 Agil after buffs.
    55 Def after buffs.
    Put the remaining sp into dex.
