What Powder Should I Put On This Wand?

    So I'm using this Ethereal but I'm not sure which powders I should put on it, I was thinking about air because of the Air dmg %, But I'm really indecisive, What should I put on it? Wand: http://prntscr.com/eeqoho

    Although it has higher air damage bonus, I definitely suggest water, the neutral damage is low anyways so it would not give much air damage. Might as well improve what it already has.
