What is the "new" tag?

I identified a new pair of Boots called broken balance and I noticed they had the word "new" written next to the name, My question is does all equipment now have a chance to have this tag and does it always increase the stats past the norm?

 

Wynntils doesn't have some of the stats yet, because it got changed

 

just to clarify, any item tags added by wynntils are unofficial and dont have anything to do with actual game mechanics

as the other commenter said, it's simply because the item got changed but the wynn API hasnt been updated accordingly (that's what the NEW tag means for any item you see it on)
