What Is The Minimum /max Life Steal On Apocalypse?

I tried to use this equation as it is the one suggested when people want to know the max/minimum IDs on items: 400 * 1.3 = 520 (idk if this is the max life steal but it sounds reasonable) but here is the problem. I did this to get the minimum: 400 * 0.7 = 280 this also sounds reasonable but there is one "small" problem though: MINE HAS 208/2 sec life steal!

What did I do wrong here? Is it my usual so called "luck" that gives me an apoc that doesn't exist, is 400 not the actual average life steal of an apoc or did I do something wrong when I calculated it?

 

its 400*0.3=120 minium, the positive buff range is set to 30%-130% already, not 0.7.Negative buff is 0.7 min instead.
So, Ur apo is 0.52, below avg, and the maxium is 400*1.3=520
