What does Skill Points do and why my defence skill points don't protect me from damage?

    So, I was upgrading intelligence, and my defence skill points is 31. I was going to upgrade my defence but I think that it didn't protect me from dealing damage. I have learnt that the Defence Tier for Assassin is 4 (Before 2.0 Update), but I keep my defence high to make sure that I don't keep getting more damage. Does defence skill points help for builds that protect you?

    Defense reduces the amount of damage you take from mobs by up to 70% at 150 skill points.

    it only reduces incoming damage, for the note, agility also does not prevent you from taking damage as you take 10% damage on dodge now
