Best weapon would be a fully powdered weathered dealing 3.5-4.2 hundred damage per hit.

Stratiformis, Blues Whistle, Return to Ether, Gale's Force, Dunesweeper.
Those are your weapon options, go wild.

 

Any armor reccommendations

 

Strati is by far the best air bow... Gales gorce is also good for damage, and blues looks op for more def

To be honest, lv doesn't really matter for accessories...
But for rings, if you only care for air dmg:
Raging wind or, if you don't want to farm the quest, white

Bracelet:
Knucklebones, but to avoid the downsides, Contrail.

Necklace:
Windy torc.

Plate: not the best, but based on how this is going, Boreal-Patteren Aegis

Legs: for glass cannon, Leictreach Maniki, for non glass cannon, Turbine Greaves

Boots: Ventus Tail
