    Can someone explain me what doest exactly mean when there is
    +1 attack speed tier
    and
    +1 attack speed tier**
    what difference doest ** or * do.

    The stars just tell you it's an above average roll for that stat, though in this instance it doesnt sound like the item in question can go above 1 attack speed anyways.
