Community Event Weekly Build Challenge. Revived!(new Theme)

Hi everyone, this is my attempt at making a fun community event! The idea of this event is to get some unique, cool builds out there, using items that aren't being used much right now.

Rules:
1) You must follow the weekly theme. If you don't, it will be ignored.
2) Don't hate on other people's builds
3) Post your entries below
4) Each entry is due by midnight EST on Sunday.
6) Builds will be judged based on the following:
a) Originality
b) How effective they are
c) Price (tiebreaker)
7) Weapons MUST be included
8) 1 build per person

This isn't going to win because the point of it is that it's plain horrible. That's why half of it is composed of normal items, including the Wynnterfest Souvenir.

This has been my favorite build to make yet.


Build is water/fire/earth raw spell and a secondary goal of this build is nonnegative elemental defenses


Third Eye - Level 88. Quite an obvious pick; tons of mana regen for that spellspam as well as raw spell damage.
Millennium - Level 63. Another obvious choice. Decent health for a relatively low-leveled item, and great health regen and spell damage.
Capsaicin - Level 52. Now, this may seem a bit counterintuitive due to the negative health regen, but this gives a ton of percent and decent raw spell, making it a decent choice.
Gaea-Hewn Boots - Level 100 (I'm going to assume that 100 is different from 0, despite them having the same tens digit). Since this build is using low-leveled items, we're going to have to use something with insane health to compensate. These boots fit that bill with tons of raw spell to boot. (haha see what i did there)

Concentration - Level 8. Mana regen.
Suppression - Level 76. Mana regen.
Constrict Collar - Level 45. A bit more health, since the negative health regen is so insignificant.
Ra - Level 36. More health regen and a bit of fire damage.

Gibyeong - Level 93. Has everything we want.

Skill points are something like 33/0/89/78/0 for a level 101

Before we get started since the tens digit is what matters, does that mean I can't use a lvl 08 item like concentration in addition to a lvl 100 item like Morph Stardust
